Over the past few weeks, I=E2=80=99ve shared the tough fiscal reality our c=
ity is facing and the steps we=E2=80=99re taking to address it. With the Ma=
yor=E2=80=99s proposed budget expected next month, my focus as the new Chai=
r of the City Council=E2=80=99s Budget and Finance Committee has been on al=
igning priorities across Council and City leadership so we=E2=80=99re ready=
 to review the proposal, make necessary adjustments, and adopt a balanced, =
responsible budget.

As I shared last week, I introduced legislation ( https://clkrep.lacity.org=
/onlinedocs/2025/25-0314_misc_03-21-25.pdf ) to create an independent Budge=
t Advisory Group made up of outside experts who can help us bring new tools=
 and long-term thinking to our budget process. I also joined Council Presid=
ent Harris-Dawson in sending a letter to budget officials ( https://council=
district5.lacity.gov/FY25-26_Budget-Priorities ) outlining our top prioriti=
es for this year=E2=80=99s budget: developing a multiyear budgeting plan an=
d a long-term infrastructure investment strategy, rebuilding the reserve fu=
nd, reducing liability costs, making better use of city assets, aligning de=
partment staffing with operational needs, and strengthening our revenue bas=
e to make the city more resilient to economic downturns=E2=80=94all with th=
e goal of focusing resources more effectively on core city services.

This week, I brought that message to Sacramento, joining the Mayor, Council=
 President, and Councilmembers Blumenfield and Nazarian to meet with the Go=
vernor, legislative leadership, and key budget chairs. We made the case tha=
t Los Angeles needs=E2=80=94and deserves=E2=80=94a strong state partnership=
 in this moment. We=E2=80=99re still recovering from the largest natural di=
saster in California history. We=E2=80=99re preparing to host the Olympic a=
nd Paralympic Games. And our regional economy accounts for a quarter of the=
 state=E2=80=99s GDP. When LA struggles, the effects ripple across the enti=
re state.

Following our visit, 23 members of the LA County State Legislative Delegati=
on submitted a letter in support of our $1.893 billion request ( https://do=
cs.google.com/document/d/1blX-YyAZ3Bo_-7FZsZ28Ez6OfTQ53VIH/edit?tab=3Dt.0 )=
 for fire recovery and resilience funding. I also raised the importance of =
liability reform. Every dollar we spend on legal settlements=E2=80=94most o=
f which goes to lawyers=E2=80=94is a dollar we can=E2=80=99t spend on basic=
 services, and limiting liability claims is one of the clearest ways the St=
ate can help relieve budget pressure without writing a check. We can use th=
e money saved to fix sidewalks and roads, repair street lights, and any num=
ber of other core city functions that we currently can=E2=80=99t fully fund=
.

This work won=E2=80=99t be finished in a single year. But each step is abou=
t moving us toward a more stable and functional city government. If we can =
make the hard decisions now, we=E2=80=99ll be in a stronger position next y=
ear to reset, rebuild our reserves, and start moving forward with a more re=
sponsive, effective, and efficient city government.

This was my first time in Sacramento as a Councilmember, and it underscored=
 just how much coordination it=E2=80=99s going to take to navigate this mom=
ent. I=E2=80=99ll keep doing everything I can to push for real solutions, a=
nd I=E2=80=99ll continue to keep you in the loop as we go.

Venue Plan for the 2028 Games
This week, the City Council and the Ad Hoc Committee on the Olympic and Par=
alympic Games approved the latest venue plan for the 2028 Games. LA28=E2=80=
=99s revised plan shifts several events out of Los Angeles=E2=80=94includin=
g swimming to SoFi Stadium in Inglewood, basketball to the Intuit Dome, equ=
estrian to Temecula, and canoe slalom to Oklahoma City. While the vast majo=
rity of events will still take place in Los Angeles, these changes reflect =
an effort to keep costs down and reduce new construction by making greater =
use of existing venues.

I supported the changes with amendments focused on increasing public oversi=
ght. We called for an independent economic analysis of the revised plan, st=
ronger commitments to cost transparency, and a clear reaffirmation of the C=
ity=E2=80=99s authority to review future changes. I also raised concerns ab=
out transit funding and urged LA28 to build in safeguards so Metro isn=E2=
=80=99t left to absorb costs if federal support falls short. Moving forward=
, my focus is on ensuring transparency, accountability, and local coordinat=
ion with LA28 so the City has a clear understanding of the financial risks =
involved and can take all necessary steps to mitigate them responsibly.

Protecting Immigrant Communities
This week, I voted to advance a series of actions that improve how the City=
 supports immigrant residents=E2=80=94at work, in public spaces, and when i=
nteracting with City departments. These efforts will help ensure people kno=
w their rights, including protections against unlawful detention, how to av=
oid immigration fraud, and where to find legal and community-based support.=
 We also directed City departments to improve how they handle U-Visa reques=
ts for survivors of violent crime, and to analyze how best to share enforce=
ment-related information with workers and employers.

Activating our Metro Stations
This week, the LA Metro Board of Directors approved a motion I introduced t=
o pilot a new station activation program focused on increasing safety in ou=
r stations. The pilot will bring programming like food vendors and other bu=
sinesses, art installations, and partnerships with nearby cultural institut=
ions to high-traffic stations, starting with the three new Purple Line stop=
s=E2=80=94La Brea/Wilshire, Fairfax/Wilshire, and La Cienega/Wilshire=E2=80=
=94set to open this Fall. It also includes a request for more regular commu=
nity updates and feedback sessions for those who live in the neighborhoods =
surrounding the new stations, a TAP card art contest to better connect ride=
rs to the system and calls for regular updates on the status of activation =
efforts so the Metro Board can track what works and make changes as needed.=
 This is part of a broader effort to make Metro safer, more reliable, and m=
ore welcoming for the people who rely on it every day.

*Follow-Up on February Assault Investigation in Carthay
* LAPD has made two additional arrests in connection with the February inci=
dent ( https://www.latimes.com/california/story/2025-02-25/teens-byclicsts-=
attack-la-driver ) involving a group of teenagers who attacked a motorist n=
ear San Vicente Boulevard and Carrillo Drive. In total, four individuals ha=
ve now been arrested and charged with Assault with a Deadly Weapon. The inv=
estigation remains ongoing.

Join AJC for an Evening of Service at OBKLA
On Tuesday, March 25, from 6:00 to 8:00 p.m., AJC Los Angeles is partnering=
 with Our Big Kitchen Los Angeles (OBKLA) for an evening of service. Volunt=
eers will help prepare and package more than 300 meals for Angelenos experi=
encing food insecurity. OBKLA is a kosher community kitchen located at 8657=
 W. Pico Blvd. Tickets are $20 to help cover the cost of ingredients. Regis=

Wilshire/Rodeo Deck Removal =E2=80=93 Metro D Line Extension
Work continues on the Metro D Line Extension, a critical project expanding =
subway connectivity across Beverly Hills and beyond. Preparations for deck =
removal began in late February along Wilshire Boulevard between S. Canon Dr=
ive and Beverly Drive.

Wilshire Boulevard is fully closed for three weeks between S. Crescent Driv=
e and El Camino Drive to remove deck panels and restore the street. Click h=

 President, and Councilmembers Blumenfield and Nazarian to meet with the Go=
vernor, legislative leadership, and key budget chairs. We made the case tha=
t Los Angeles needs=E2=80=94and deserves=E2=80=94a strong state partnership=
 in this moment. We=E2=80=99re still recovering from the largest natural di=
saster in California history. We=E2=80=99re preparing to host the Olympic a=
nd Paralympic Games. And our regional economy accounts for a quarter of the=
 state=E2=80=99s GDP. When LA struggles, the effects ripple across the enti=
re state.<br>

, basketball to the Intuit Dome, equestrian to Temecula, and canoe slalom t=
o Oklahoma City. While the vast majority of events will still take place in=
 Los Angeles, these changes reflect an effort to keep costs down and reduce=
 new construction by making greater use of existing venues.<br>

I supported the changes with amendments focused on increasing public oversi=
ght. We called for an independent economic analysis of the revised plan, st=
ronger commitments to cost transparency, and a clear reaffirmation of the C=
ity=E2=80=99s authority to review future changes. I also raised concerns ab=
out transit funding and urged LA28 to build in safeguards so Metro isn=E2=
=80=99t left to absorb costs if federal support falls short. Moving forward=
, my focus is on ensuring transparency, accountability, and local coordinat=
ion with LA28 so the City has a clear understanding of the financial risks =

back sessions for those who live in the neighborhoods surrounding the new s=
tations, a TAP card art contest to better connect riders to the system and =
calls for regular updates on the status of activation efforts so the Metro =
Board can track what works and make changes as needed. This is part of a br=
oader effort to make Metro safer, more reliable, and more welcoming for the=
