Scrap goes down a notch. Now what?

Steel mills will drag their feet to follow raw materials down

Around the world the steel market is totallyunexcited and going through a t=
rue recession. Demand is low and China is still pumping a lot of exports an=
d keeping the prices depressed.
While most Chinese steel products can't come to the US due to variousduties=
 and tariffs, it still has an impact on our pricing trends. That can be one=
 reason why we haven't really seen a sticking price increase for almost a y=
ear now.

Yet, our prices are higher than the international prices due to safeguard t=
ariffs. Domestic producers are still unhappy with the reduced amount of imp=
orts coming in, as the capacity utilization hoovers around 80%. For this, a=
ntidumping cases are still filed by the mills, the latest case is for corro=
sion resistant products, such as galvanized, galvalume and painted flat rol=
led products. At the moment, flat rolled products are also quite depressed =
with hot rolled coil prices less than rebar or wire rods.

The long product mills are adjusting to the new realities of the long-term =
buyers market with demand slowly reducing, although still quite decent in h=
istoric terms. There is more rebar production and many more rebar mills are=
 under construction. The owners of these projects, primarily Nucor and CMC,=
 are expecting demand to increase and keep those mills fully booked but the=
re are also sceptics.

As the US elections are nearing, there are many hopeful steel professionals=
, expecting projects to be released if Trump is elected again givingconfide=
nce to the business community with his pro-business policies and eliminatio=
n of regulations. Or some expect a housing renaissance if Harris is elected=
. Harris' economic plan includes incentives for home builders to enable thr=
ee million new houses to be built in her first term. Almost everyone ishopi=
ng that the economy will switch gears with lower interest rates and that wi=
ll ultimately benefit steel markets.

But in the next two months until the election, there are no signs for the r=
eversal of the current downward trend. Yet despite the scrap softened some =
in September by $10-15 /ton, mills are keeping the prices the same. Sure we=
 hear some deals here and there but they are not yet common to determine th=
at the prices softened so far in September.

US import rebar and wire rod markets were steady again this week as domesti=
c steel mills continue to discount pricing to match the price of delivered =
imports, market insiders told SteelOrbis this week. Long steel price increa=
ses also were thwarted by more reports of lower priced Asian billets, often=
 used as a substitute for US scrap, which settled sideways on the US East C=
oast and sideways to lower in the US Midwest for September.

Long steel traders use the price of scrap as a gauge to determine the likel=
ihood that long steel prices are likely to rise or fall.

"While there's not a lot coming in, US mills are matching the price of inco=
ming imports by discounting, especially on large transactions." said one Ea=
st Coast import rebar dealer. "With prices continuing to decline, no one is=
 feeling a need to do futures right now, as there's plenty of supply right =
now available on the ground."

Import rebar is currently priced on a loaded truck US Gulf Coast basis at $=
35.25/owt ($705/nt or 3777/mt), unchanged from seven days ago, when import =
prices were steady, even as an increased amount of reports of importer disc=
ounts were reported to Steel Orbis. Gulf Coast rebar declined from $38.50/c=
wt (3730/nt or $805/mt) during the week of August 19, amid increasing repor=
ts of mill discounting programs as a growing expectation for lower Septembe=
r scrap settles dominated the spot market, insiders said.

US Gulf Coast market contacts are less concerned that a likely October 1 st=
rike by membership from the International Longshoreman's Association (ILA) =
will have much effect on imports at Texas-based ports

"There's not that much bar coming in right now, and many Texas-based non-un=
ion ports won't be affected by the strike," said one Gulf Coast rebar impor=
ter. "The most likely areas to be affected are the Northeast and the West C=
oast, where much of the trade will be diverted."

Mexican rebar vicinity Houston on a loaded truck basis, remains steady at $=
36.25-537.50/cwt ($725-750/nt or $799-827/mt). Market insiders said Mexican=
 rebar remains non-competitive with domestic supplies as concerns over anti=
dumping from Mexico limit price discounting actions from Mexican mills. Mex=
ican contacts are optimistic that an expected decline in interest rates by =
the Federal Reserve starting in September will help revive demand for Mexic=
an steel.

Market insiders said recently that domestic mill discounting continues to l=
imit rebar orders from Algeria and Egypt, which are "struggling to find cus=
tomers even at $35.00-35.50/cwt. ($700-710/nt or $772-783/mt)," said one im=
port rebar market insider. "Domestic mills are so competitive on pricing th=
at importers have been forced to cut their prices to find any market share =
at all." he said

In the imported wire rod market, prices remained steady on the week at $35.=
50-537.00/cwt. ($710/nt -SS740/nt or $783-816/mt). though trading remains m=
uted as domestic producer discounts continue to limit the room for importer=
s to gain market share. market insiders told SteelOrbis.

US domestic rebar and wire rod markets steady to down on lower scrap, pent =
up construction- related demand

US domestic rebar and wire rod markets were steady to down this week as US =
scrap prices settled steady to lower for September, even as demand for cons=
truction-related steel products remains muted, market insiders told SteelOr=
bis this week

Insiders said that while many sizable construction projects are on the book=
s, many of them are being delayed for fear of purchasing materials in a bea=
rish steel market.

"The markets are really not looking good because while there's work out the=
re in construction, people are holding back on starting projects until they=
 know the outcome of the November US presidential election," one Gulf Coast=
 rebar dealer told SteelOrbis. "High interest rates and uncertainty has fol=
ks reluctant to buy construction materials right now for fear that prices w=
ill continue lower."

Insiders said new buyers remain skittish as inventories of rebar and wire r=
od "on the ground" remain high with much of the previously-purchased supply=
 priced at higher levels than what is currently available, as prices have c=
ontinued to decline over the past several months.

"We're in a steel recession right now," the rebar dealer added. "Supply on =
the ground remains high, as we've been subject to eight months of declines =
in steel prices. As a result, no one wants or needs to lock in the price of=
 steel (on a future basis), because it is likely that they'll see lower pri=
ces if they wait it out."

In the weekly spot markets, domestic rebar on an FOB mill basis is assessed=
 50.5/cwt. ($5/nt or $5.51/mt) from the upper end less at $35-37.50/cwt. ($=
700-750/nt or $772-827/mt), vesus the $35.00-38.00/cwt. ($700-780/nt or $77=
2-838/mt) range reported the week of September 2. Insiders said the low end=
 of the trading range continues to represent discounted mill pricing for th=
ose buyers able to lock in sizable transactions, while the top of the range=
 represents higher US West Coast pricing.

"Nobody's stocking up on inventories right now," said another rebar market =
insider, when asked about the potential impact on steel imports and outboun=
d US export scrap if an expected October stevedore strike by members of the=
 International Longshoremen's Association (ILA) at US East Coast and US Gul=
f Coast ports occurs. "Most of the people we're talking to are expecting pr=
ices to maintain at current levels or decrease over the next three months."

While the last strike occurred in 1977, industry reports continue to circul=
ate that an October 1 strike is likely to occur at union- controlled port f=
acilities, if issues with regard to automation and wages are not settled ah=
ead of the September 30 deadline for the approval of a new union dockworker=
 multi-year contract. The Biden administration said recently that it suppor=
ts collective bargaining as the "best way" for American workers and employe=
rs to come to an agreement. "We've never invoked Taft-Hartley to break a st=
rike and are not considering doing so now, a source said.

"We don't expect the strike to be a prolonged situation," another rebar con=
tact told SteelOrbis. "The strike is expected to only affect union-controll=
ed port facilities, so if they have an option people will shift their suppl=
y to non-union ports or facilities. We don't expect much affect in Texas, b=
ecause they're mostly non-union facilities, but the movement of supply in a=
nd around New Orleans could be shifted to the West Coast

Industry reports indicate about 43 percent of all US imports and billions o=
f dollars of trade monthly flow through US East Coast and Gulf Coast port f=
acilities.

Shipping company representatives interviewed by SteelOrbis said many shippe=
rs already have shifted the movement supply via rail to West Coast ports no=
t subject to the pending port strike. The situation could get sticky, they =
say, with increased delays likely, if more congestion occurs in and around =
Chicago rail yard connections to the West Coast. Current delays for rail bo=
und container "dwell time" for the ports of Los Angeles and Long Beach are =
currently estimated at 8-10 days across all ocean carriers.

On the domestic wire rod front, pricing on an FOB mill basis is assessed ab=
out $1.00/cwt (320/nt or $22/mt) less at an average of $37.00/cwt. ($740/nt=
 or $816/mt), versus the $36.00-40.00/cwt. ($720-800/nt or $794-882/mt) ran=
ge report for last week "depending on mill," insiders said

"We'll probably see some more action in long steel markets after the electi=
on," said another rebar dealer. "But prices are expected to remain pretty m=
uch where they are for the rest of the year, because of high levels of supp=
ly on the ground." He added, "Nobody needs to do futures right now, because=
 prices continue to fall, and inventories are way up."

US October scrap seen sideways to higher on tight supplies, reduced outages

US ferrous scrap pricing for the month of October is seen sideways to highe=
r, because supply remains tight at local scrap collection points, and fewer=
 US mills are expected to be offline for maintenance during October, result=
ing in improved demand from mills for scrap inputs, market insiders told St=
eelOrbis this week.

Market contacts added that ongoing low demand for finished steel products s=
uch as appliances and automobiles, due to ongoing US economic malaise, has =
reduced manufacturing activity, lowering the amount of available prime grad=
e scrap normally available from Tier I/II manufactures

"It's a very tight market right now, even though demand is not that great,"=
 a scrap market insider told SteelOrbis. "There's limited availability for =
scrap, so as a result, everyone's chasing the same tons."

Market insiders said the plethora of planned outages at steel mills during =
September was expected to decline for the months of October and November, r=
esulting in a market bottom having been reached.

"We've heard that there's about 17 mills having outages right now," another=
 insider said about the September situation. That number is expected to dec=
line to about 14-15 mills in October, which should improve mills' demand fo=
r scrap.

While October scrap pricing is generally seen sideways to higher at the mom=
ent, some market contacts reported so-called "back door scrap deals being d=
one at by mills for September spot scrap at $5.00-$10.00/gt ($5.00-10.00/mt=
) discounts to September settled prices.

"The low prices reported for billet in overseas markets combined with ongoi=
ng mill maintenance has caused inventories to remain high, so we're hearing=
 a fair amount of back door scrap deals being done," another contact told S=
teelOrbis. "September prices could go down more."

At last report, September delivered dock pricing on the US East Coast was o=
ff about $10-$20/gt ($10-20/mt) from August levels as a result of mostly lo=
wer billet pricing and scant new steel demand in overseas markets, even as =
Turkey was said to be purchasing increased amounts of HMS I/II scrap from t=
he US in anticipation of a potential October 1 dockworkers strike at East C=
oast and Gulf Coast port facilities.

It's estimated that about 43 percent of all US imports flow through the US =
East Coast and Gulf Coast ports currently subject to interruption should a =
strike occur after the September 30 current six-year contract expiration. C=
ontract talks are currently stalled. the International Longshoreman's' Asso=
ciation (ILA) said, and the Biden administration has no plans at this time =
to institute Taft- Harley to break up a strike should one occur on October =
1.

Based on September scrap settles, Midwest prime busheling scrap for October=
 delivery is assessed sideways to higher than the September settle of $355-=
$375/gt ($361-381/mt) delivered to mill. Shredded scrap, which declined $20=
/gt ($22/mt) during the September buy cycle, is assessed sideways to higher=
 than the $350-$350/gt ($358-388/mt) September settle, while October HMS#1 =
is seen sideways to higher than the September settle of $320/gt ($325/mt). =
At current, P&S scrap is discussed sideways to higher than the September se=
ttle of $345-355/gt ($351-381/mt) delivered to mill, insiders said.

On the US East Coast, September busheling scrap is expected to settle sidew=
ays to higher than the $350-385/gt ($356-301/mt) delivered to mill Septembe=
r settle, while shredded is talked sideways to higher than the 3370/gt (337=
8/mt) September settle HMS#1 and P&S scrap are also forecast to settle side=
ways to up from the September settles of $200-315/gt ($295-320/mt), and $32=
0-340/gt ($325-345/mt) delivered to mill, respectively, market insiders tol=
d SteelOrbis.
