Over the past three yea= rs our team collaborated with the Housing Department in the= City of Pasadena on an innovative affordable housing A= DU Pilot Program.  We are proud to have been a part of this= initiative and enjoyed working with the city=2C homeowners=2C designers a= nd contractors to help create these new affordable units.  

The Pasadena Second Unit ADU Loan Program is an affordable housing initiat= ive designed to incentivize homeowners to create affordable rental units o= n their properties through a low-interest construction loan. This initial= pilot round of the program offered homeowners comprehensive ass= istance for financing=2C designing=2C permitting=2C and constructing a new= ADU in the City of Pasadena. Homeowners received financial assistanc= e for building an ADU through new construction=2C garage conversions=2C or= bringing an existing unpermitted =E2=80=9Cgranny flat=E2=80=9D or illegal= garage conversion up to code.

We are very proud of the built ADUs and are looking forward to t= he next round!

Our accessibility consulting team worked with the owner/developer= and architecture team at Tighe Architecture = ;to ensure this beautifully designed building inclu= ded disabled access requirements. Together we were able to navigate b= alanced designed solutions that factored in project costs=2C code complian= ce=2C and the end users.

During permitting we encountered a common code misinterpretation on lo= w-rise residential projects.  When is elevator emergency stan= dby power required?  And how does elevator emer= gency standby power relate to accessibility?  

Per the U.S. Access Board Technical Guide on Accessible Means of Egress on= floors above or below the level of exit discharge=2C accessible means of= egress must lead to exit stairways=2C horizontal exits=2C or to elevators= equipped with standby power.
These are locations where those unable to use stairs=2C such as wheelchair= users=2C can await assisted rescue by emergency responders. It is standar= d operating procedure for emergency responders to check these locations fi= rst for anyone needing assistance.  The guide clarifies that in build= ings with four or more stories above or below the level of exit disch= arge=2C at least one accessible means of egress must be an elevator with s= tandby power and emergency signaling devices. Designed to remain operation= al even when regular electrical service is lost=2C they are used by emerge= ncy responders to move personnel and fire-fighting equipment and to provid= e assisted rescue. Like all elevators=2C they are not to be used independe= ntly by building occupants in emergencies.
