 as busy in July 2024 as they were in July 2019, according to Avison Young&=
rsquo;s Office Busyness Index, a new measure of office occupancy that analy=
zes anonymized mobility data across 4,000 U.S. buildings. That is up from 5=
2.9% in July 2023, but many researchers and employers say they aren&#39;t e=

in industries might continue to push mandates, office utilization will neve=

% in July 2023, but many researchers and employers say they aren&#39;t expe=

 and 43% of respondents in 2022 who said they were at a steady state.</span=

 largely done with denial, anger and bargaining, especially since employers=
 can no longer blame a lack of office attendance on Covid-19 cases, said Vr=
inda Mittal, an assistant professor of finance at the University of North C=
arolina at Chapel Hill who has researched postpandemic work-from-home patte=
rns.</span></span></p><p><span style=3D"font-size: 15px;"><span style=3D"fo=
nt-family: Times New Roman, Times, serif;">&ldquo;In 2021 or even 2022, we =
were thinking, &lsquo;Is it the pandemic or is it the demand to work from h=
ome?&rsquo;&rdquo; Mittal said. &ldquo;Now, in 2024, we can safely say that=

o the office, according to a study conducted on behalf of one of the compan=

organizations that told CBRE they are at a steady rate of office utilizatio=

-family: Times New Roman, Times, serif;">&ldquo;About 64% of organizations =
say that &lsquo;Yep, who is coming in is coming in,&rsquo; and about a thir=
d more say, &lsquo;No, we&rsquo;re still going to push the envelope,&rsquo;=
&rdquo; said Julie Whelan, global head of occupier thought leadership at CB=
RE. &ldquo;But pushing that envelope isn&rsquo;t as easy as it was.&rdquo;<=

Labor Day 2020, the Busyness Index sat at 18.4%, and it was easier to expec=

 has suffered more than 400,000 layoffs since 2022, sat near the bottom at =

tion of tech companies posted a 53.8% office utilization rate in July. The =
outer boroughs of New York City reached 87.2%, the highest in the nation.</=
